I had a few out of state people who want telephone sessions.
I know in CO we need to meet with them face to face first but if they are out side the sate is it okay?

Not an official answer, but it would seem the law would apply to where YOU are, not the client.
How could it not exist? I believe it can be just as effective

James,
From my perspective hypnosis over the phone does not exist. What you are describing is relaxo-therapy. This is not hypnosis.

Wow, I'm glad I don't put that responabilty on my shoulders.
I don't mind showing the client the hypnosis state so they can recreate it anywhere, in fact I teach my clients self hypnosis. I also belive Hypnosis is harmless if the hypnotist has a good educatuion and plenty of experince.

If you hypnotize a person (in person), and test them to make sure they are in hypnosis, then give the Sc a suggestion for reinduction, you could use this over the phone as a means of taking the client into hypnosis. Buy why do it? I don't want a hypnotized client out of my sight for even a minute.

Great advice thank you.

Hypnotherapy over the phone has some limitations, however it can be used effectively.

Regarding the original topic: James, if you have a registered business in another State, that had the calls routed to you from that state's cell number, you would have a legal argument. If your business is only registered in Colorado, then you are most likely bound by Colorado state law. Consult with legal advisors from whatever state you chose to do business in.
