There is a very active skypnosis group if that's what you mean. Skype can be either a call or a video call and folks use it both ways.

And you can actually either buy a "portable" skype phone or even hack one yourself (http://www.instructables.com/id/Portable-Skype-Phone_1/)

Verizon does Skype to Skype mobile now Antonio. The others will fall in line soon. No need to hack if you have Verizon.
