Although I have never had a client present who produces excessive amounts of saliva, I have had several who have the opposite problem. Most hypnos are adept at helping a client increase salivation through suggestions employed by imagery (think lemon convincer).
I suggest that you introduce this client to a "control room" in his mind. Spend some time familiarizing him with the different aspects of himself, physical and emotional...let him play there for a while with metrics of temperature, tension (relaxation), itch and giggle factors, for example, to create belief that he does have control of how he feels and responds. When this is demonstrated, go ahead and address the issue in particular. This would be a good way to incorporate your "dial" idea, while first preparing for and insuring success.
I would also allow this client to access his own inner healer/guide at a "deeper" trance level and let him spend some time asking questions and receiving help at that place, suggesting that the part of him that helped him stop the tics can now go to work addressing this salivation problem.
Remember to have fun! Chances are that he has been engrossed in the serious aspects of how drooling makes him feel and possibly look...he may just like to laugh a bit about the whole situation. A story about babies who drool eventually learn to stop might be the way to go.
