I'd say that depending on how well you set the suggestion up, and how well you circumvented any competing suggestions (such as pre-existing beliefs on the part of the client, or other interference from their environment), then I'd say it probably can.

Lots of western Washington hypnotherapists and other interested parties show up at the monthly Hypnosis/NLP meetup, run by Keith Livingston. I highly recommend it: http://www.meetup.com/nlphypnosis/. There's also a local chapter of the National Guild of Hypnotists that meets monthly somewhere in the general Seattle area.
