The soul comes in definitely after the fetus is ready to house it. I'd venture to say based on my current awareness that the majority will enter closer towards mid-term however than conception.

I have a client who thinks she might be pregnant. What is the protocol when you dont know if a client is pregnant? As I understand it when a person is pregnant 6 months or more you need to ask permission of the other soul.
But of course there is this huge debate as to when the soul comes in.
